AI App Development Cost in 2026: What Drives It

By Serhiy Khvashchuk · · No Comments

Quick answer

Agencies' 2026 guides put a narrow AI MVP or pilot at roughly $15,000-100,000, an AI chatbot at $15,000-80,000, an assistant that answers from your documents (RAG) at $30,000-180,000 and an AI agent at $25,000-250,000, with enterprise platforms above that. After launch, they budget 15-25% of the build cost per year for monitoring, evaluation and model updates, plus a usage bill for the model itself. The same feature list can cost three to four times more or less depending on your data, model approach, integrations, compliance and team.

This post covers only what AI adds. The screens, log-in, payments and the rest of a first version are covered in MVP development cost in 2026, which has the general ranges by complexity, team and region. All figures below come from published sources, each linked with its date; most are from companies that sell AI development, so read them as planning ranges, not quotes.

Sources, accessed 28 October 2026: Miquido (24 April 2026), Softr (29 May 2026; Softr sells a no-code AI app builder), Empat (12 July 2026; the "from" figures are Empat's own entry prices), Iternal (updated September 2026) and Unico Connect (updated 26 September 2026; "market range" rows are its summary of other 2026 guides, the rest are its own tiers at $30-60 per hour). A dash means the source gives no figure for that row.

The spread in each row is large because the labels hide very different scopes. A "chatbot" that answers from a hosted model's general knowledge is a different project from one that answers from 10,000 internal documents with permissions per user. Compare your own scope with the drivers below, not the label.

Why estimates vary three to four times

Empat (July 2026) says two projects with the same feature list "can differ by 3-4x in cost" on five dimensions:

  1. Data readiness. Clean, accessible data keeps the cost down; scattered or sensitive data can turn data preparation into a quarter to a third of the budget.
  2. Model strategy. Calling a hosted model through an API is the cheapest route; fine-tuning adds cost and training a model from scratch multiplies it.
  3. Integrations. Each system the AI reads from or acts on adds scope, and agents that take actions need permissions, audit trails and failure handling.
  4. Compliance. Regulated sectors add security reviews, audits and data-handling rules.
  5. Team seniority and location. Senior US-only teams cost the most.

Empat also notes that the application code is often the cheapest part of an AI product. Iternal makes the same point more sharply: the model is "only about 10% of the work".

What AI adds to an app budget (published ranges as of October 2026)

Data preparation

The model is only as useful as the data you give it. For a RAG assistant, that means getting documents out of wherever they live, removing duplicates and outdated versions, splitting them into passages, attaching permissions and keeping the index up to date when the documents change. Softr, Empat, Iternal and Unico Connect all name data work as the line item most likely to grow. The embedding itself is cheap: at $0.02 per million tokens for text-embedding-3-small (OpenAI pricing, 28 October 2026), embedding 10 million tokens of documents costs about $0.20. The cost is in the people-hours before that step.

Evals and testing

An AI feature needs a set of test inputs with accepted answers, run after every prompt or model change, because the same code can start giving worse answers when the model behind it changes. Building that set takes domain time: someone who knows what a good answer looks like has to write and review the examples. Unico Connect calls evaluation infrastructure a recurring line item that is often underbudgeted. Our guide on how to build an AI app explains how an eval set is put together.

Monitoring and observability

In production you need a record of each prompt, response, token count, latency and user rating, to debug complaints and to watch cost per user. Tool prices on 28 October 2026: Langfuse is open source and free to self-host, with a free Hobby cloud plan, Core at $29/month and Pro at $199/month; LangChain's LangSmith has a free Developer seat and Plus at $39 per seat per month. Self-hosting saves the subscription but adds hosting and upkeep.

Model changes

Hosted models are retired on the provider's schedule, not yours. On 14 October 2026 OpenAI announced that GPT-4o, GPT-4o mini, GPT-4.1 and GPT-4.1 mini snapshots, including fine-tuned versions, will be shut down on 14 January 2027; on 1 October it gave six months' notice for gpt-5.1, gpt-5.3-codex and gpt-5.4-nano (OpenAI deprecations). Each migration means re-running your evals on the replacement model, adjusting prompts and, for fine-tuned models, fine-tuning again. That work is part of the 15-25% a year the guides budget for upkeep.

Compliance

Health, finance and other regulated data add reviews and controls to every feature that touches them; Empat puts the premium at 25-35% over an unregulated project, and Unico Connect's own estimate is about 20%. In the EU, the AI Act's duty to tell people they are interacting with an AI system has applied since 2 August 2026 (Goodwin, August 2026). If you are exploring a regulated market, the healthcare and finance idea hubs show what other founders are building there.

Running costs: tokens per user

The model bill depends on three things: the price per token, the tokens per request and the requests per user. OpenAI's standard prices per million tokens, as listed on its pricing page on 28 October 2026 (short context, up to 272K input tokens):

ModelInputCached inputOutputBatch (input / output)
gpt-6-luna$0.10$0.01$0.50$0.05 / $0.25
gpt-6.1-terra$1.00$0.05$5.00$0.50 / $2.50
gpt-6.1-sol$2.00$0.10$10.00$1.00 / $5.00
gpt-6-astra$10.00$1.00$50.00$5.00 / $25.00
OpenAI API prices per 1M tokens, standard tier, as of 28 October 2026

Prompts longer than 272K input tokens cost more (for gpt-6.1-sol, $4.00 input and $15.00 output), the web search tool is billed at $10 per 1,000 calls plus tokens, and regional data-residency endpoints carry a 10% uplift on eligible models, all on the same page. Prices change; check the page before you budget.

A worked example

Take a support assistant that answers from your help centre. Assume each request sends 3,000 input tokens (instructions, the retrieved passages and the recent conversation) and returns 400 output tokens, a conversation has 6 requests, and an active user has 20 conversations a month: 120 requests per user per month. These are assumptions for illustration, not measurements; replace them with your own numbers.

ModelPer requestPer active user per monthPer 1,000 active users per month
gpt-6-luna$0.0005$0.06$60
gpt-6.1-terra$0.005$0.60$600
gpt-6.1-sol$0.01$1.20$1,200
gpt-6-astra$0.05$6.00$6,000
Illustrative model cost for the assumptions above, at OpenAI standard prices on 28 October 2026

How it is calculated, for gpt-6.1-sol: 3,000 input tokens × $2.00 per million = $0.006, plus 400 output tokens × $10.00 per million = $0.004, so $0.01 per request and $1.20 for 120 requests. If 2,000 of the 3,000 input tokens are a fixed prefix the provider can serve from its cache at $0.10 per million, the request drops to about $0.0062 and the user to about $0.74 a month.

Three things make real bills higher than a sketch like this. Agents make several model calls per task, so multiply by the number of steps. Reasoning-heavy workflows raise token bills, as Miquido notes. And heavy users use far more than the average. Log tokens per request from the first day and set a spend cap with your provider.

The model is one line of the running bill. For RAG you also pay for a vector database (Pinecone had a free Starter tier and a Standard plan with a $50 monthly minimum on 28 October 2026), plus hosting and the monitoring tools above.

How to keep AI costs down

  1. Validate the idea before building the AI. A clickable prototype with prepared answers tests the flow for a fraction of the cost; see how to validate a startup idea.
  2. Start with a hosted model and a prompt. Add retrieval, fine-tuning or agents only when your eval set shows the simpler approach fails.
  3. Pick the smallest model that passes your evals, and route only the hard requests to a larger one.
  4. Scope the data. Index the documents the first job needs, not the whole company drive.
  5. Put the fixed part of every prompt first so it can be cached, batch work that can wait, and cap output length.
  6. Keep the model behind one interface in your code, so a model retirement is a configuration change plus an eval run, not a rewrite.
  7. Ship a narrow first version, measure cost per user, and expand from there. The MVP cost guide has more ways to cut the build itself.

Fixed-price quote or monthly plan?

A fixed-price quote suits an AI project whose data, model approach and integrations are already known. Most first versions aren't like that: the eval results decide whether you need retrieval, a bigger model or a different workflow, and the scope moves with them. Paying per sprint lets you change priorities as those results come in.

KFG works on three monthly plans: Bi-weekly sprints ($399/month, a call once a week and a video demo every week), Weekly sprints ($899/month, calls and video demos twice a week) and 24/7 development (price on request, daily calls and demos). Each includes domain, hosting and database. Model API usage is billed by the model provider per token, so plan for it as its own line.

Frequently asked questions

How much does a simple AI chatbot cost to build?

Published 2026 ranges for a chatbot built on a hosted model run from $15k-50k (Softr, May 2026) to $25k-60k (Iternal, September 2026). A chatbot that answers from your own documents with per-user permissions is a RAG project and is priced higher in the same guides.

What is the monthly cost of the OpenAI API for an app?

It is the tokens per request times the price times the requests. At OpenAI's standard prices on 28 October 2026, our illustrative support assistant costs from $0.06 per active user per month on gpt-6-luna to $6.00 on gpt-6-astra. Unico Connect puts LLM API usage at $100 to $5,000+ a month at small-business scale.

Is an AI MVP cheaper than a full AI build?

Yes, by design. Published 2026 ranges for a narrow AI MVP or pilot start around $15k-30k, against $100k+ for enterprise platforms in the same guides. An MVP limits the AI to one job and one data set, so data preparation, evals and integrations stay small.

Why do AI development estimates vary three to four times?

Empat (July 2026) names five drivers: how ready your data is, the model strategy (API, fine-tuning or custom training), the number of integrations, compliance, and the seniority and location of the team. Two projects with the same feature list can differ on all five.

What should I budget after launch?

The 2026 guides cited here put upkeep at 15-25% of the build cost per year for monitoring, evaluation and model updates, plus the model usage bill, hosting, a vector database if you use RAG, and monitoring tools.
